What's the limit on minimum users that a domain should have for Domain transfer?

Only select and enterprise (in other words, large) Google Workspace customers are eligible for Google Workspace Domain Transfer.

There's a limitation of 75,000 source and 500,000 destination account users, amongst other requirements.
