Google Meet Raise Hand & Hand Clapping Emoji Confusing due to positioning

We have found that a lot of our users hit the "raise hand" button in the bottom row of options when they intend to click on the "hand clapping" emoji. These two are positioned directly above/below each other. Is there a way to reorder this to have the "hand clapping" icon positioned in a different order of emoji's?
