We just recently migrated to Google Workspace, and can you please let me know how the admin can see each of the users' drive content?
That would include documents and any content inside the user's google drive. Is there any subscription that I need to use to do that? (we are currently using Business Starter)

Admins can't see the content in users' drives directly in the UI, regardless of Workspace edition.
But there are ways to keep an eye on things, even so:
I should also mention that encouraging your users to use Shared Drives (https://support.google.com/a/answer/7337469?hl=en&sjid=11512874529551750282-NA) helps tremendously in terms of making sure that something isn't buried in a users' personal MyDrive and inaccessible when they're OOO (or deleted when they leave the organization and their account is deleted).
