How come a Super admin needs to contact admin?

I think the following issue needs to be escalated to WS developers.

A locked Super reseller admin can not login with the following loop. (2-step v is not enabled)

 "Your sign-in settings don’t meet your organization’s 2-Step Verification policy. Contact your admin for more info."

How can a single super admin contact an admin that does not exist? 

Instead of re-directing the super admin to setup 2-step verification it keeps throwing back the retry again button with the above message. An endless loop and no other options on screen.

I do not know in what logic a single super admin needs to contact a non existent admin.

@Jisri There is a solution.  I think it was to go to partner advantage and open a support ticket there.  It took about a week and was related to a failure to enroll in 2SV.  See https://www.googlecloudcommunity.com/gc/Workspace-Q-A/Help-Locked-out-of-Partner-Console-lost-access... -KAM

FYI - There was an instruction for all Super reseller admins to enroll in the 2SV and those who have failed to enroll have lost access to the portal, do you think it could be the issue in your case?

It could be the case but they do not provide a solution, they are just locked out.
