I need to enable public access for just one of our shared drives, but when I create the new shared drive and try to share a new folder inside as public, the only options that come up are sharing with current staff email accounts.

Worked it out. I had external sharing enabled for my OU, but realised the Shared Drives are only effected by the settings of the root OU. Enabling this at the root OU has fixed the issue.
Shared Drives cannot be made public: you'd need to make a feature request for that.
You can share folders inside a Shared Drive publicly by sharing it to "anyone with the link". If this option is not available to you, as you mentioned, it is turned off in the settings of the Shared Drive. Go to the Shared Drive settings and enable it, like so:
Enable at least the first two options. Note this works on folders too, not just files. Once you have enabled that, you will be able to share entire folders from inside a Shared Drive publicly (e.g. "Anyone with the link").
Also note that sharing externally must be enabled in the admin console Drive settings (it is enabled by default).
