How to downgrade to Business Starter from Business Standard

We have 40 users and using Business Standard and would like to downgrade to Business Starter. But somehow it is now allowing us to downgrade with an error "You can't purchase Google Workspace Business Starter because you have more than 10 users on your existing subscription."

Allthough when I researched, it shows that business starter can have upto 300 users. Can anyone help?

Strange thing...
On the subscription page we can read this :

"Business Starter, Business Standard, and Business Plus plans can be purchased for a maximum of 300 users. There is no minimum or maximum user limit for Enterprise plans."

I’m currently in need of some assistance with downgrade from Business enterprise plus to Business standard, currently in the flex plan.  Is there anyone in the community who might be available to provide support for a fee?

We are paying monthly but we have a contract for an year.
