I am stuck in review and checkout

Hi,
i created an account in google workspace
entered the domain the user and all,
got to this page: Review your payment plan. Try Google Workspace at no charge for 14 days.
click next to enter address and payment info 

and that's it - i keep receiving an error (OR-CCSEH-21 and 24)no matter what card i use, i added bank account that to dint complete the checkout process.
i cant contact support or any article i read tells you first to login to the admin console - they cant verify the account,
when i try to login it takes me to the same page above - review your payment plan....

what is going on - how come no one thought that this might happened and simplify contacting support 
what to do?

Try to use the above link to.create a ticket under billing.

Still if you are unable to deal with it I recommend you to contact a Google reseller in your area, they can take care of these billing issues and will give you variety of payment options.
