LOCKED 2 STEP VERIFICATION, HELP PLEASE

I have a phone that i formatted and i have the google password but when it asks for the 2nd verification i dont have that number anymore nore other devices previously logged into that email.  ive formatted my pc and all my devices for specific reasons. i contacted my old number with no reply. How can i remove the 2nd verification without any other parties?!?! its completely locked.

help please.

Are you the Workspace admin or the end user in the domain? If neither and just a regular @ gmail.com or non Gmail non workspace user, hen please indicate that as well.
