Google Starter Workspace have limitation of adding external users to Spaces.
A PAID Google Starter User can only chat one to one with external user but can not create Spaces / Groups with external users.
i.e. if I am a user of DOMAIN.COM I can only chat one to one with EXAMPLE.COM which is external domain to me but I can not add users from EXAMPLE.COM in Spaces
but a free user can add anyone
i.e. mygmailaccount@gmail.com can add anyone from DOMAIN.COM & EXAMPLE.COM in Google Spaces.
so its a hack available to any company to use this feature to create a free gmail with any name and add DOMAIN.COM & EXAMPLE.COM both.
but the team @ Google does not care about that.
Google has so much restrictions.
so my suggestion to have flexibility to admin & users so that they will not migrate to other platform like microsoft which are providing full flexiblity

Sure, but you chose to buy a very restricted and cheap version of Google Workspace. The Starter plan is really not much more than rudimentary. You could go for a higher plan, like Business Standard, and then you won't have these restrictions.
Is there a work around on this? We use outside vendors and need a place to communicate with them "live"
Unfortunately, the only "workaround" is upgrading to the Business Standard plan.
