Prevent user from deleting profile Clear Browsing History

How does one go about managing a Chrome profile so that browser history can be maintained? If a user deletes their profile then the history is lost. What is the best way to circumvent this use case? 

Would Google Vault be the way to capture the browser history of users so that it can be reviewed in case a user deletes their profile?

@jmarshall The question depends on your infrastructure but the GPO Policy https://chromeenterprise.google/policies/#AllowDeletingBrowserHistory might be a good start. 

Also considering Chrome Enterprise and ChromeOS devices too.
