Recipients per message restriction

We need to restrict the number of recipients per message. Since some of them misusing to send the mail to all 1000 + recipients per message. whenever someone responding the mail again goes to all 1000+ recipients.  Admin should have the control to restrict the Recipients per message..

I would like to restrict 40 Recipients per message.

Great topic! but there's not a way to do that in the admin console.

Here's an example of one I created and caught an email with 40 recipients in it but allowed when sending to 39.
