One of my domains got approval for partial domain licencing with Starter & standard licence.After that I tried to create a shared drive using a business standard user & tried to add a starter user in the shared drive as a member. Google shows a notification that you can add only as a viewer.
Also tried to add a free Gmail account (personal one- @gmail.com ). We can add it as Shared drive manager or contributor. Similarly, it will work on external domains
But our case cannot assign the shared drive within our organization with a Content Manager Role or other roles tool, Only view. Else kindly advise the value of the Shared Drive.
External people can work in your shared drives (if allowed by your organization)
You can add people outside of your organization to a shared drive, as long as they have an email address associated with a Google Account. Any work an external person contributes (for example, edits to, creating, or uploading a file) in a shared drive created by someone in your organization is transferred to and owned by your organization.
Any Google support team can advise
You won't get an answer from Google here as this is a community forum. This is exactly how it should work as it's by design; you need to give users a Business Standard licence or above to be editors or above in a Shared Drive.
You'll find countless posts in this forum or other user advising about this confusion with partial domain licences: yes you save money but you don't get all the features.

Understand it is designed like that, but my consern is why in Google Workspace shared drive we can add external users ( outside the domain / free Gmail ) as editor/ manager. It didn't make sense. If they designed like that didn' t give permission to any other licences without shared drive feature. I just mentioned because lot of customer were loosing by Google why because of storage challanges like this
