Stuck in "Number cannot be used for verification" while logging in as admin on Google Workspace

This is my first time creating a Google Workspace account for my company and I have tried to login as admin in Google Workspace, however Google is prompting me to input a phone number to verify login. However, I have tried multiple numbers for verificaton but didn't succeed anyway. Kindly assist me on this. Thank you very much.
