Super admin access to shared files and folders

I have seen similar questions in regards to shared drives in Google Workspace, but what about when a user shares an individual file or folder in their personal Drive?

Is there any way an admin or super admin can access such a shared folder or file without having to ask permission of the user?  This is especially pertinent in cases where the user is gone and their account is disabled.

If you are trying to access data in your user account, you have implement using Domain-wide-Delegation to grant access. 

Then you can use a service account in something like GAM to query for specific user data.
