Unable to access NotebookLM even when admin granted the access right

I enabled the NotebookLM access right on admin control but I still can't use NotebookLM with my school account. I'm located in Hong Kong. Is it due to the region access limit?

(However, I can access Gemini with my school account in Hong Kong.)

NotebookLM is not available in Hong Kong.
