Updating existing users by CSV

Having a problem with new user accounts. Creating the new accounts from CSV worked fine, but when I try to update those same accounts from CSV I get an error saying "ACTION_FAILED:USER_ALREADY_EXISTS".. However, I can update existing older accounts though. It's only the new accounts that are having a problem.

Does anyone know why this might be? Thanks.

@Allan_McDonald I recommend you to contact google support team by using any of the below links as it might require going through your csv file and user list in detail:

Thank you. Google tells me I must contact my provider, so I will try that.

@Allan_McDonald Your email service is google workspace itself right?

which provider are they talking about?

Also if possible please let me know which field you are updating using csv?
