Workspace Gmail - Blocking Incoming Emails

My workspace Gmail is blocking emails from people who are sending me attachment, or from any organization that uses a 3rd party software to submit an invoice to me.  

All my filters are turned off,  I don't have any emails blocked. 

Is there a fix, or atleast force my gmail to allow ALL incoming emails?

@Sukito are you able to replicate the issue or get the exact bounce message from the rejection? -KAM
