"Pooled Storage" falied to work due to "Cloud identity Free Plan" enabled.

I have many resold customers on Workspace Starter that failed to get "Pooled Storage" to work as advertised when they have "Cloud Identity (Free Plan)" enabled. When these coexist, any regular users without any extra personal storage purchased will not be able to use more than the default 30GB user limit. Their domain-wide shared pooled storage still has almost 30% free space left. I'm hunderd percent certain that their pooled storage has been enabled since May 2023. Has anyone experiencing the same thing? None of the same "Pooled Storage" issue happens to the customers that don't have "Pool Identity" enabled. Their "Pooled Storage" works as claimed right off the bat. They are able to increase or decrease from 30GB on each individual storage limit as well. (as Groups or OUs). I found this very weird and two things are totally unrelated at all, but I couldn't come up with any other reasons behind it.
