 possible to do bulk upload of users via CSV file in the Admin console including the sign in invitation to the users personal email addresses

Sure, it's the CSV sheet mode. But then you have to send them the account for the first login. This defeats the convenience of putting them all together. There should be an automated procedure: upload the sheet and the login emails also start automatically ...
