can't restore suspended users

Running a research study and using Google Workspaces to provide participants with emails to use for the duration of the user study. They use the accounts only to log-in to a website. Their accounts are being suspended with this message below and I cannot reactivate them in the admin console:

Suspicious login
Google detected a sign-in attempt that doesn't match a user's normal behavior, such as a sign-in from an unusual location.

I do not have the option to reactivate the accounts. It is grey-ed out.

Have you checked the security center (see https://support.google.com/a/topic/7492529 for the documentation) to confirm that those accounts haven't been compromised?
