I would like to put an image for my Google Workplace profile but there is an error message : "Your profile picture is managed by your organization" and the button to add an image is no active . I am the only administrator of my Google Workspace profile. Can you help me ?

Take a look at the admin console settings under Directory->Directory Settings->Profile Editing. You can enable or disable Profile Picture edits by users.
As an admin you can set Profile Pictures for your users in the console under Directory->Users and selecting the user you wish to edit. From there just click on their picture or placeholder for options.

No, the Workspace admin console does not include any ability to do bulk changes of usersโ profile pictures.
GAM is really a pretty awesomely useful tool, and definitely worth the effort to set up and learn.
