I want my google form to NOT require email to fill-out.  However, it still requires email even though I have it on the correct settings.  Please advise how to fix.

Sometimes an email may be required depending what is in the form, such as a file upload section. Try looking at what is being asked/requested/required in the form and remove a file upload question, if one exists. If it does, it will require users to sign in
