random behavior

odd behavior when a user replies or replies all - using shortcuts or menu - the cursor sometimes go to the to: field and sometimes to the body field.  I believe it should always go to the body field. Cannot find a pattern, as it happens to internal & external emails...have cleared cache, cookies, chrome is up to date, just odd behavior that started few weeks ago...
