Apigee router/nginx proxy_connect_timeout

Hi,Can you clarify what is this "proxy_connect_timeout" setting is for? It is under "/opt/nginx/conf.d/0-default.conf". Is that the connection health check time interval that router does on MP? Also that looks like it is not a configurable option.
