If your custom image uses VM manager supported OS images and has
Osconfig agent installed and running then yes , this should work as
intended. For any other OS versions, VM manager would not work.
Osconfig agent is installed by default and runs in background for all
GCP supported OS built after 2020 January. Are these legacy VMs or was
osconfig agent explicitly removed/terminated?
