Why was there a service outage at 12:10AM EST 9/21/2021 in GAE in the us-central region?

Hello, We noticed most of our GAE services timed out repeatedly (error 500) around this time. With no change on our part, they are fine now. Who would be the best person or group to answer this type of question? Thank you,David
