You are right, it does not lag in Chrome for Android and Mac. So, it could be an issue with Chrome for Windows. Thanks for narrowing it down. I'll also report an issue through Chrome. Let's see what they say. Cheers!

The overlay scrolling is an experimental feature with seriously implications and is intended for developers. On top of that, I don't think it's a browser issue otherwise it would be happening on other AI chat agents and websites.
