Cloud SQL Database MySql

I am aware that GCP backups databases for a specified duration from initial set up of the database. Is it possible for Google to trace a backup that is a certain months' old?

Error on CloudSQL Instance - mysql database is inaccessible: mysqld check timed out

This error has been persistent for almost 5 hrs; I cannot perform any action on the instance. Kindly assist.
