Apparently, there's some invisible delays before the necessary permission is granted (ex: iam.serviceAccounts.getAccessToken permission)There is also delays on the validating the completion of the task, so keep submitting.You can keep keep re-running...

Apparently you need to use exactly the same job id as the DB ID given for the task, otherwise it won't validate.....
