The initial quota is synced from the apigee edge but the quota counts are not synced across the edgemicro for a true count value. so if there are 2 microgateway serving same api's there quota count will be individual and not synchronized.

Need more context in this. Assuming your question is about Apigee Edge Microgateway(Nodejs) , the quota is stored locally. Reddis should be used for strong quota enforcement and consistency however you have to build your own pluggin.
