can I use APIGEE API management with my Evaluation plan?

Hello,

Just created a GCP account and trying to set up my APIGEE env.  However, I am encountering a billing account error which is misleading b/c my billing account for the evaluation plan is active along with my proj.

Also he shows on my dashboard where my APIGEE API is enabled on the dashboard

Is there something else I need to do?
