Add Settings view in primary navigation part.

Hello

How can I add the  Settings View into the "primary  navigation"  and not  only  in the  menu  navigation.
Idea is to have only 1 place where user can see all views..

The  workaround I used is to create actions with a gear icon that  goes to the  user settings view .
