Alert for a missing data field

I am trying to create the following action:
IF a user selects to CLOSE CASE (column drop down)
THEN have other columns highlighted/flagged as potential missing information. Does anyone have experience with this situation?

Also, I do not want to make those columns required though, as there maybe legitimate reasons for the fields to be missing.
