Can I execute a custom action in Chat?

Hello,

Is there a way to add a custom action when configuring a Chat app?

I "just" want to have a user type /help in a Google space, and the Chat/Bot open a url. Happy to use AppScript or API directly to make this work, but was hoping there being a easier way.
