Can a network blip causes a Workflow to duplicate?

I have a workflow that creates a few files, saves them to Google Drive and then generates an email with the files - has been working great for years. Recently, we received the original email as expected (on 1/27)  but 3 days later (1/31) we received a duplicate email with the files (files were created again in Google Drive too). 

The interesting thing is the workflow triggers when a record is added to an archive table.  In this case, I would expect to see a duplicate record in the archive table triggering that 2nd email but there is only one record in the archive table.

Any insights on this one?

Go into the bot and click monitor to check out the logs on it.
