Create a New User Record on App Startup

I use a User Control Table to control access to data in my AppSheet app. I use slice on the user control table to filter to the currently logged-in user to read various access permissions and parameters. If the user record exists in the control table the app works fine but If does not exist the form displays no items selected. How do I get the app to create user record for the current user if one does not exists.
