Create a report template in Google Docs with borders around pictures

Is it possible to create a template expression (like <<MyPictureColun>>) for an image to be surrounded by a border?

I know it works with a table, but not if another section requires more space or if the format of the image is not always the same.

It will show it exactly how you described. As far as I know after lot of tests within last few years, I haven't found a way to do this. The border's measure form the picture is not always the same, unfortunately.
