Desktop View - full child list not showing

Anyone ever figure a way around this problem?  My view should look like this:

But it only looks like this after a child record has been displayed in detail view.  When you arrive to this view from any other view, it first looks like this:

Any idea what causes all this empty gray to appear?  Is it a bug?
