Dynamically adjust the slice of each view in the Dashboard

I have two different APPS, both with a Dashboard view, however I noticed the one allows a user to adjust the size of each slice on the dashboard by clicking and dragging, while the other APP doesnโ€™t allow for this, and I can not seem to locate the settings options for this. Any help would be greatly appreciated!
