Edit Button not showing in Dashboard View

The Edit button is no longer displaying at the top of the Dashboard View.

Is there a way to restore this so this.

It is simple, in the app editor you go to:

Settings >> View Type options >> Dashboard View 

And you enable the toggle: Show primary actions in dashboards

Thank you for your suggestion.
I checked that in Settings, and the Show primary actions was already enabled.
I toggled in on and off but the Edit button is still not showing.
This issue has only arisen recently - the Edit icon was there.
