Email workflow only works on adding even when put on all changes and no conditions

Hi all,

i am working out an workflow to report when someone has add some new data.
when adding new stuff, it works when having it on no conditions.
when changing something the workflow is not triggered even when it is on all changes ?

any ideas why this can be ?
