Enumlist Only Allowing First Option to Be Selected

I have an Enumlist with a ValidIf formula to populate the options. The options show up the way I want them to but for some reason, if I want to select any option other than the first option, I am not able to. I have to select the first option, then the other options are selectable. Can anyone help me with this?
