There seems to be an issue with how <<START>> expressions are formatting in Google Docs. We're running an app that has been stable for a couple of years, which send an email based on a Google Doc that has been fine. But as of today the formatting of the table containing the <<START>> expression is scrambled. It should create a table that presents like this....Correct table layout
But instead the table is nesting each new row inside the previous row. like this...

The data structure in the underlying table is the same as it has always been.
Any ideas?

Your template is broken.
Well that was my conclusion too except that the template has remained unchanged for over two years now and yet has recently started to do this. I simply can't see where it is scrambled.
I've had it before where a template doesn't work. So start again with a new google docs file and recreate it. Note that simply cutting & pasting the table in might cause the same issues.
