Google Workspace Enterprise Plus User Question

Our Google subscription is Enterprise plus, it says on the screenshot that users on this plan can create and publish apps to other Enterprise users of the same organization (domain) at no additional cost.

I just wanted to verify, we have over 700 employees in our company, can they all use the app that I’ve created with no additional cost?
