Granular database permissions

I'm trying to create an app that involves many users contributing to the same database. Ideally, they would be limited to editing only their data. Is it possible to filter database permissions? For example,  add a permission filter that only allows Bob to edit data assigned to Bob. 

If not, is it possible to automate pushing data from multiple tables into one master table?
