How might I ensure that a reference column (viewed as a form) gets entered?

I have a main production table within that table I ref a column (RM verification). I need a method of ensuring that the Main Production form will not get saved unless the RM verification form is filled out Basically, I just need a require, however, ref columns do not have that functionality. I can’t use an action because the ref form has several entries
