How to get web link to access an app from a windows pc browser?

Is there an http:// xxxx to access the apps from a windows PC without opening the app editor.

Note:
I am a newbie… and find accessing the apps from and Android phone simple. However, I can not find the HTTP:// link to an app in the web site. Can anyone point me in the right directions.
