How to specify underlining in an email custom HTML template?

I would like to include underlined text in an email specified by a custom HTML template. While such tags as <b>, <br>, and <em> seem to be recognized, the <ul> tag only inserts spurious whitespace, and 

<span style="text-decoration: underline;">

is ignored.

<ul> is unordered list, not underline. Try <u> instead.
