How to start creating a new row from the contents of the current row?

Hello everyone!
How can I iterate over elements of a list that is not a List of Ref values?
I need to add new rows in the same table from the values of a single cell of type list.
I am trying to use Workflow - Webhook - AppSheet: Add Row.
Is there any other way?
