Include usersettings value in a report

Is there a way to have a Bulletin Board type column in USER SETTINGS, that could be included in a report?

User Settings are user-specific, and reports are run as the app owner, so reports wouldn’t have access to any other user’s settings. I don’t know if the app owner’s user settings are available in reports. I’d guess not.

I don’t know what a “Bulletin Board type column” is.

Thanks for the quick response. In other words, having the same message atop a report no unique to each individual report
